The United States of America is divided into regions, known as area codes that correspond with telephone dialing areas. Based on population, some states have only one area code, whereas others may have multiple area codes. The need for more telephone numbers increased and led to the need for additional area codes. By adding new area codes, millions of new numbers became available. The increase of numbers provides usage for wireline, wireless, and other technological advanced services.
Area Code Overlay
An overlay is the addition of another area code to the same geographic area as an existing area code. New area codes are added to the existing area to ensure a continuing supply of phone numbers. An overlay means that more than one area code will now serve the same geographic area. You won't have to change your existing area code or phone number. If there has been an overlay in your area, all calls must be dialed using the area code + telephone number, including calls within the same area code. If you do not use the new dialing procedure, your call will not be completed, and a recording will instruct you to hang up and dial again.

To ensure a continuing supply of telephone numbers, the California Public Utilities Commission has approved an all-services overlay for the 707 area code region, which serves all or portions of Del Norte, Glenn, Humboldt, Lake, Marin, Mendocino, Napa, Solano, Sonoma, Tehama and Trinity counties, and encompasses cities such as American Canyon, Arcata, Benicia, Calistoga, Clearlake, Cloverdale, Cotati, Crescent City, Dixon, Eureka, Fairfield, Ferndale, Fort Bragg, Healdsburg, Lakeport, Napa, Petaluma, Point Arena, Rio Dell, Rio Vista, Rohnert Park, Saint Helena, Santa Rosa, Sebastopol, Sonoma, Suisun City, Trinidad, Ukiah, Vacaville, Vallejo, Windsor, Willits, and Yountville. The new 369 area code will serve the same geographic area currently served by the 707 area code.
What is an Area Code Overlay?
An overlay is the addition of another area code (369) to the same geographic region as an existing area code (707). The overlay does not require you to change your existing area code or phone number, or how you dial your calls. You will continue to dial the area code and phone number (or 1+ the area code + phone number) for all local calls, as you do today, within and between the 707 and 369 area codes.
Who is affected and when does the new 369 area code become effective?
Beginning February 1, 2023, customers in the 707 area code region may be assigned a number in the new 369 area code when they request new service or an additional line. Customers receiving a 369 area code will be required to dial the area code and phone number (or 1+ the area code and phone number) for all local calls, just as customers with telephone numbers from the 707 area code do today.
What will you need to do?
Customers in the overlay region should:
- Continue to dial 10 digits or 1+10 digits for all local calls, including calls within the same area code.
- Continue to identify your telephone number as a 10-digit number, and include the area code when giving the number to friends, family, business associates, customers, etc.
- Ensure that all services, automatic dialing equipment, or other types of equipment recognize the new 369 area code as a valid area code and continue to store or program telephone numbers as 10-digit numbers. Some examples are: stored telephone numbers in contact lists in wireless phones, PBXs, fax machines, Internet dial-up numbers, speed dialers, call forwarding settings, voicemail services, medical alert devices, safety alarm security systems and gates, ankle monitors and or other similar equipment.
- Check items such as your website, personal and business stationery and printed checks, advertising materials, contact information, and your personal or pet ID tags to ensure the area code is included.
What will remain the same?
- Your telephone number, including current area code, will not change.
- The price of a call, coverage area, or other rates and services will not change due to the overlay.
- What is a local call now will remain a local call.

To ensure a continuing supply of new telephone numbers, the New York Public Service Commission has approved an all-services area code overlay for the 516 area code region. The 516 area code comprises the entirety of Nassau County on the western portion of Long Island including the cities of Long Beach and Glen Cove, the Towns of Hempstead, North Hempstead, and Oyster Bay, and various villages within the Towns. The new 363 area code will serve the same geographic area currently served by the existing 516 area code.
What is an Area Code Overlay?
An overlay is the addition of another area code (363) to the same geographic region as an existing area code region (516). The overlay does not require you to change your existing area code or phone number. You will continue to dial the area code and phone number for all local calls, as you do today, within and between the 516 and new 363 area codes.
Who will be affected and when does the new 363 area code become effective?
Beginning January 20, 2023, customers in the 516 area code overlay region may be assigned a number in the new 363 area code when they request new service or an additional line. Customers receiving a 363 area code will be required to dial the area code and phone number for all local calls, just as customers with telephone numbers from the 516 area code do today.
What will you need to do?
Customers in the overlay region should:
- Continue to dial 10 digits for all local calls, including calls within the same area code.
- Continue to identify your telephone number as a 10-digit number, and include the area code when giving the number to friends, family, business associates, customers, etc.
- Ensure that all services, automatic dialing equipment, or other types of equipment recognize the new 363 area code as a valid area code and continue to store or program telephone numbers as 10-digit numbers. To ensure a continuing supply of telephone numbers, the Virginia State Corporation Commission approved the addition of the new 826 area code to the geographic region served by the 540 area code. This process is known as an area code overlay.
What is an area code overlay?
An overlay is the addition of another area code (826) to the same geographic region as an existing area code (540). An overlay does not require customers to change their existing area code but does require using a new dialing procedure to complete calls.
Who will be affected?
Anyone with a 540 area code telephone number will be affected. The 540 NPA currently serves the northwestern and southwestern portions of Virginia. Some of the larger cities include Blacksburg, Christiansburg, Culpeper, Fredericksburg, Front Royal, Harrisonburg, Radford, Roanoke, Salem, Staunton, Waynesboro and Winchester. The new 826 NPA will serve the same geographic area currently served by the existing 540 NPA.
What will be the new dialing procedure?
The new dialing procedure will require that all calls in the 540 area code that are currently dialed with seven digits will need to be dialed using area code + telephone number. The same dialing procedure will apply to telephone numbers that are assigned in the new 826 area code.
When will the change begin?
Effective November 13, 2021 you should begin dialing the area code + telephone number whenever you place a call. If you forget and dial just seven digits, your call will still be completed.
Beginning May 14, 2022, you must dial the area code + telephone number on all calls, including calls within the same area code. On and after this date, if you do not dial the area code + telephone number, your calls will not complete and a recording will instruct you to hang up and dial again, including the area code.
Beginning June 14, 2022, new telephone lines or services may be assigned numbers with the new 826 area code. If you have an 826 area code, you must dial the area code + telephone number or the call will not complete.
What will you need to do?
In addition to dialing the area code + telephone number for all local calls, all services, automatic dialing equipment, or other types of equipment that are programmed to dial a 7-digit number will need to be reprogrammed to include the area code. Some examples are life safety systems and medical monitoring devices, fire or burglar alarm and security systems or gates, PBXs, fax machines, Internet dial-up numbers, speed dialers, call forwarding settings, voicemail services and similar functions, etc. You should update your websites, personal and business stationery and checks, advertising materials, personal and pet ID tags and other such items to ensure the area code is included.
What will remain the same?
- Your telephone number, including current area code, will not change.
- The price of a call, coverage area, or other rates and services will not change due to the overlay.
- What is a local call now will remain a local call regardless of the number of digits dialed.
- You can still dial just three digits to reach 911, as well as 211, 311, 411, 511, 611, 711 and 811.

Who will be affected?
Anyone with a 757 or 948 area code will be affected. The 757 area code serves the eastern shore and the southeast corner of the state including the Lower Peninsula (Williamsburg, Newport News and Hampton) and the South Hampton Roads area (Norfolk, Portsmouth, Virginia Beach and Chesapeake). The new 948 area code will serve the same geographic area currently served by the existing 757 area code.
What will be the new dialing procedure?
The new dialing procedure requires anyone with a 757 or 948 area code to dial the area code + telephone number to complete local calls, including calls within the same area code. This means that all calls in the 757 area code that are currently dialed with seven digits will need to be dialed using the area code + telephone number. The same dialing procedure will apply in the new 948 area code.
When will the change begin?
Beginning September 11, 2021, if you have a 757 area code, you should begin dialing the area code + telephone number whenever you place a call. If you forget and dial just seven digits, your call will still be completed.
Beginning April 9, 2022, if you have a 757 area code, you must dial the area code on all calls, including calls within the same area code. Beginning January 15, 2021, customers in the metropolitan area of Dallas and surrounding communities such as Allen, Frisco, Grand Prairie, McKinney, Rockwall, Terrell, and Waxahachie, may be assigned a phone number in the new 945 area code when requesting new service, an additional line, or in some cases, moving their service. The 945 area code will co-exist everywhere in this region with the 214, 469 and 972 area codes.
What will customers need to do?
Customers served by the 214, 469 and 972 area codes overlay should:
- Continue to dial 10 digits for all local calls within the overlay region.
- Continue to identify their telephone numbers as a 10-digit number, and include the area code when giving the number to friends, family, business associates, customers, etc.
- Ensure that all services, automatic dialing equipment, or other types of equipment recognize the new 945 area code as a valid area code, and continue to program telephone numbers with 10-digit telephone numbers. Some examples are: stored phone numbers in contact lists in wireless and cordless phones, PBXs, fax machines, Internet dial-up numbers, speed dialers, call forwarding settings, voicemail services, medical alert devices, safety alarm security systems and gates, ankle monitors, or other similar equipment.
- Check their websites, business stationery, advertising materials, personal and business printed checks, contact information, and personal or pet ID tags to ensure the area code is included.
What will remain the same?
- Customers’ telephone numbers, including the current area code, will not change.
- The price of a call, coverage area, or other rates and services will not change due to the overlay.
- What is a local call now will remain a local call regardless of the number of digits dialed.
- Customers in the overlay region will continue to dial 10 digits for local calls within and between the overlay area codes, 1+10 digits for long distance calls, and 0+10 digits for operator-assisted calls.
- Customers can still dial just three digits to reach 911, as well as 211, 311, 411, 511, 611, 711 or 811 if those are currently available in their community.

Preparing for area code change
If your area code is changing:
- Reprogram your automatic dialing equipment (including fax machines, modems, Internet dial up number and speed dialers) with the new area code for outgoing calls
- Update business cards, checks, contracts and legal documents to the new area code
- Update your Call Forwarding
- Update your Voicemail or messaging systems
- Notify family, friends, and business associates of the change in your area code
If your area code is not changing, but you call friends or businesses where the change is taking place:
- Dial the correct area code when calling numbers where the area code has changed
- Reprogram any automatic dialing equipment you have that places calls to friends and businesses where the area code has changed
